At what height is fall protection required?

There is no single OSHA fall protection height. The number depends on which standard covers the work you are doing, and a crew can cross two thresholds in one afternoon. Here are the three that matter on a construction site, each read from the current standard.

The construction number is 6 feet and it is the one that governs most of a jobsite. The scaffold number is higher because a scaffold platform is itself an engineered work surface with its own guardrail rules — 1926.451(g)(1) requires protection for each employee on a scaffold more than 10 feet above a lower level.

Caution

The lower number always wins when two standards could apply. If you are on a scaffold at 8 feet erecting a guardrail on a slab edge that is 12 feet above grade, the slab edge is still a 6-foot Subpart M problem.

Holes are measured differently

1926.501(b)(4)(i) uses "more than 6 feet" for falling *through* a hole, including a skylight — and 1926.501(b)(4)(ii) has no height at all for tripping into or stepping through one. A 4-inch-deep floor opening still needs a cover or a guardrail, because the hazard there is the leg, not the fall.

Ladders have no trigger height

Subpart X does not set a height at which a worker on a portable ladder needs fall protection. It sets construction and use rules instead: 1926.1053(b)(1) requires side rails to extend at least 3 feet above the upper landing surface, or the ladder to be secured at the top with a grasping device, and 1926.1053(b)(5)(i) sets the working angle at roughly a quarter of the working length out from the base — the four-to-one rule.

That is why the ladder checklist on this site checks setup and condition rather than asking whether anyone is tied off.

The height that actually kills you: fall clearance

Trigger height decides whether you need a system. Fall clearance decides whether the system you chose will work. 1926.502(d)(16)(iii) requires the system to be rigged so an employee can neither free fall more than 6 feet nor contact any lower level, and (iv) caps deceleration distance at 3.5 feet.

Add the numbers for a 6-foot lanyard used from a foot-level anchor and the arithmetic is unforgiving:

  • 6 ft free fall, plus
  • 3.5 ft maximum deceleration distance, plus
  • the worker's height below the D-ring — call it 5 ft, plus
  • a safety margin to the level below.

That is well over 14 feet before any margin. On a 12-foot deck a 6-foot lanyard from a foot-level anchor cannot comply, which is why a self-retracting lifeline anchored overhead is the normal answer at low heights. The two systems are compared in fall arrest vs fall restraint.

Danger

A compliant harness on a compliant anchor with insufficient clearance below is still a fatality. Do the clearance arithmetic before the crew climbs, every time the anchor moves.
